Florida law does not have any provision or authority to make you pay outstanding parking tickets from another state.
But that other State may suspend your license. If so Florida will also suspend your driving privileges here.
Why do not you pay the ticket and leave the past behind youa After a while, all this will catch up to you and you'll be more trouble than you want to process.

What happens eventually is that the fines for parking tickets will be handed over to a collection agency. Failure to pay will affect your credit rating, and of course, increase the dollar value of penalties.
