I can not tell you about a place to stay on Koh Tao, I was there to make excursions.

However, the easiest way is not the cheapest way. The easiest way is to fly to Koh Samu on Bangkok Air and Thai Airways and the ferry to Koh Tao. The flight to Koh Samui is not cheap.

The cheapest is to take the night bus in southern bus station in Bangkok to Chumphon, travel time is about 6-7 hours, usually overnight, the cost is about 500 baht then you can take a van to the pier in Koh Tao, cost no more than 100 baht .. Here, you have several types of boat services, leaving most of the time in the morning, connecting you to the island about 1 ½ to 2 hours. Lomprayah high speed catamaran or Seatran are the most comfortable and quick to get to Koh Tao. They run twice daily from Chumphon cost 550 baht.

Not that wanting to travel coach, but it is cheaper - depending on your budget why not plan with AirAsia. Surat Thani, then get ferry - more expensive, but an extra day of sightseeing.

primary response is just .... just returned from Thailand and I have used this bus service (no overnight one) - and it's a very nice bus. It has toilets on board and they stop a few times as well .... its about 500 baht (10-12 quid) - and much cheaper than flying. Then you get the ferry to Ko Tao ... we stayed in Ko Chang ... and made the journey by bus and ferry ... very nice indeed.
